如果定语从句,就应该是It was the morning when., 而不能是this morning了.

用when作时间状语，那么原句则为 It was this morning when I saw LiPing in the street。
定语从句引导的是一个定语，该句this morning并不是修饰名词（主语或者宾语），所以不是定语从句
