whether or not 呢,是单独用作状语,具体意思是和上下文关联着的,不管怎么样,后边跟的句子是结果,已经发生的事情
whether……or not是另一个用法,放在……的句子是一个条件而已,一起作为一个状语,后边的句子才会是表达的主干
