in order that 和in order to 是两个固定搭配
that 后面接从句
to 后面接 动词原形
意思是 为了 以便 .这儿我感觉有点以免的意思 就是我们要完成大坝 以免或为了雨季的到来
that 后面 接一个完整的句子 that 不做任何成分 只做引导词 和定语从句中的that 不同
用to 不太合适 因为 要表达 雨季到来 不太好只用动词 雨季没法放 不能把in order to 拆开
类似的结构或表达 比如

in spite of the fact that +从句
in spite of +动名词
表原因
due to the fact that
due to + 动名词 这个to 是介词 所以加动名词 不是动词原形
that后面应该是一个目的从句，而你的rainy season to came很明显不是一个句子所以不正确。
