如果你认为是：小偷抓警察,那么你的理解也成立：...led to the thief catching the policeman.这好像很荒唐吧?这是什么世道?
The thief was caught by the policeman.
正常的逻辑是,所发现的新的证据促使小偷被（警方）抓获了.就是你说的“动宾关系”.
2.Our guests are expected to come in minutes.
严格地说,sb + be expected to do sth,是个系表结构的短语,不是被动语态,与 sb + be supposed to do sth 一样：应当……有望……,近似：Our guests are going to.
= We expect our guest to come in minutes.
按你的理解,则反了：是“客人期待我们（主语）来……
Our guests expect us/ sb else to come in minutes.
1.这个地方确实是动宾关系,catch the thief没有错，但是这个地方使用了被动语态，才会是这样的叙述，如果是主谓关系，那就是the thief catch（翻译成小偷抓了。。。），这就与原句的“小偷被抓”的意思不符合了。
2.同样是被动语态，只不过在expected前面省略了which is。所以原句为with our guests (which is expected )to ...

但是动宾关系就仅仅只是短语，在不同的情况下有不同的意思。
